§ 315.170. Special Traffic Zones.

    Targeted Traffic Enforcement Zones.
    1. 
    A targeted traffic enforcement zone may be established by the Chief of Police for the City of Blue Springs, Missouri, if and when it is determined by the Blue Springs Police Department, after evaluation of the area involved, that there is a need for enhanced law enforcement activity in the targeted traffic enforcement zone in order to reduce or control traffic violations in said targeted traffic enforcement zone. At the time such zone is established, the Chief of Police shall file with the City Clerk and the Municipal Court a statement of the specific reason(s) that such a zone is needed.

    2. 
    A targeted traffic enforcement zone shall be delineated by signage which will advise a motorist that they are entering such a zone.
    3. 
    Fines for moving traffic violations within any targeted traffic enforcement zone shall be doubled by the Municipal Court, but shall not exceed the maximum amount allowed by State law.

    4. 
    A targeted traffic enforcement zone shall be evaluated within sixty (60) days of its initial establishment. Said zone may be extended for one (1) or more additional sixty (60) day periods so long as an evaluation performed in each of the additional sixty (60) day periods establishes both a continued need for enhanced enforcement and the existence of measurable improvement as to violations. If not extended hereunder, said zone shall terminate automatically.
    B. 
    Accident Reduction Zones.
    1. 
    Accident reduction zones may be established by the Chief of Police for the City of Blue Springs, Missouri, if and when it is determined by the Blue Springs Police Department, after evaluation of accidents in the area, that there is a need for enhanced law enforcement activity in the accident reduction zone to reduce or control traffic accidents in said zone.

    Accident reduction zones shall be delineated by signage which will advise a motorist that they are entering such a zone.
    3. 
    Fines for moving traffic violations within any accident reduction zone shall be doubled by the Municipal Court.
    4. 
    An accident reduction zone shall be evaluated within sixty (60) days of its initial establishment. Said zone may be extended for one (1) or more additional sixty (60) day periods so long as an evaluation performed in each of the additional sixty (60) day periods establishes both a continued need for enhanced enforcement and the existence of improvement as to accident occurrences. If not extended hereunder, said zone shall terminate automatically.
    C. 
    Construction Zones.
    1. 
    Construction zones may be established by the Chief of Police for the City of Blue Springs, Missouri, if and when it is determined by the Blue Springs Police Department, after evaluation of the construction to be accomplished in the area, that there is a need for enhanced law enforcement activity in the construction zone to reduce or control traffic accidents or increase worker safety in said zone.
    2. 
    Construction zones shall be delineated by signage which will advise a motorist that they are entering such a zone and that fines will be doubled within the zone.
    3. 
    Fines for moving traffic violations within any construction zone delineated by such signage shall be doubled by the Municipal Court.
    4. 
    A construction zone shall be evaluated within sixty (60) days of its initial establishment if construction is not yet complete. Said zone may be extended for one (1) or more additional sixty (60) day periods so long as an evaluation performed in each of the additional sixty (60) day periods establishes both a continued need for enhanced enforcement and the existence of improvement as to accident occurrences. If not extended hereunder, said zone shall terminate automatically.
    D. 
    Any summons, information, charge or traffic ticket involving a moving traffic violation which is alleged to have occurred in a targeted traffic enforcement zone, a construction zone with signage delineating the doubling of fines, or an accident reduction zone shall include the factual statement that the violation occurred within the applicable zone. Failure to include such a factual statement shall not affect the underlying charge but will eliminate the doubling of the fine.
