§ 390.010. Street Fairs, Exhibitions, Demonstrations, Parades, Concerts And Certain Other Events Prohibited Without Permit.

No street fair, exhibition, festival,
concert, parade, show, or demonstration, shall be given or held in
or upon any street, highway, parkway, or other outdoor public place
or outdoor public area unless a permit shall have first been obtained
from the Chief of Police or their designated agent. It shall be unlawful
for any person or business entity to conduct such an event without
the required permit. It shall be unlawful for any person to knowingly
participate in any parade or demonstration that does not have the
required permit knowing that a permit for the same is required.
