§ 390.050. Obstruction Of Streets Or Sidewalks.

  • A. 
    No person participating in a parade, street fair, concert, show, demonstration, festival or exhibition shall obstruct the free, convenient and normal use of any public sidewalk, street, highway, bridge, alley, road or restrain traffic thereon or therein except to the extent preapproved by the City.
    B. 
    No person participating in a concert, show, demonstration, festival or exhibition shall stand in any street, street right-of-way, roadway, center median or parkway and stop or attempt to stop any person in any vehicle, unless they have complied with the applicable requirements of Section 220.770 of the Blue Springs Code of Ordinances, in order to:
    1. 
    Solicit charitable or other contributions;
    2. 
    Sell or attempt to sell anything to any person in any vehicle;
    3. 
    Hand or attempt to hand any person in any vehicle any circular, advertisement, handbill, political campaign literature or any sample, souvenir or gift;
    4. 
    Attempt to interfere with the normal flow of traffic for any other purpose.
